		<description><![CDATA[Think of it this way:  If I have no discipline in my classroom and the kids run around yelling and screaming and causing mayhem, does that make them bad kids?  No, it means I am a bad teacher who failed to hold my students accountable.  The same can be said for charters:  If you let them run rampant they will.
